Leader of an Australian Research Council Linkage Grant for a research project entitled The Contractualisation of Government: Public Accountability and Performance. This project is being conducted with Prof Richard Mulgan, ANU, and is examining how the contractualisation of federal government services has affected public accountability as well as how any shortfalls observed may be overcome. (This is a $430k project 2003-2006.)

Two further ARC bids have been made in 2005 in the arenas of Managerialism in Criminal Justice (Discovery, with Prof Arie Freiberg), and the New Regulatory Frontiers posed by Nano-technology (Linkage, with Drs Rob Sparrow and Karinne Ludlow, and partnering with Nanotechnology Victoria Ltd).

Awarded competitive $200k research grant from the Monash Institute for the Study of Global Movements for multidisciplinary research program on the theme of Governance Challenges in the 21st Century (with several partner academics across four faculties), 2003-2005

Minor competitive grants and awards have also included research projects in Global Movements in Privatisation and Market Development Ideas, (2003-2006, $49k), Evaluating Regulatory Outcomes (2005-2006, $35k), International NGO Actors (2005-2006, $45k), as well as small faculty research grants in Public-private partnerships ($7k), Long-term contracts ($6k), and Nanotechnology ($6k).

Competitive consulting research projects won have included Protecting Vulnerable Electricity Consumers, Consumer Utilities Advocacy Centre, ($28k), 2004, and Evaluating Electricity Reforms: Consumer Outcomes, ($30k, with the Consumer Law Centre of Victoria), 2004-5.

Other competitive consulting positions won have included:
- Special Adviser to the Victorian Auditor General regarding the Office’s Performance Audit of Transport Franchising arrangements in Victoria (2004-2005).
- Special Adviser to the Victorian Parliamentary Public Accounts and Estimates Committee Inquiry into Private Financing of Public Infrastructure (2003-2005)
- Special Adviser to the Victorian Parliamentary Public Accounts and Estimates Committee Inquiry into Outsourcing (1997-1999)
- an Adviser on Outsourcing to the Auditor General of Victoria (1998-2005)
- an Adviser to Audit Victoria (1999), and
- an Adviser to the Audit Review of Government Contracts Panel (1999-2000), and Advisor to Victorian Department of Human Services, regarding National Competition Policy, (1999-2001),
- International consultancies won have included from the Asian Development Bank (Private Sector Development Strategy, with Tasman Economics, 2001)
- Commonwealth Secretariat of Nations (workshop on Privatisation and Regulation of Utilities in Australia and New Zealand, in Tanzania, 1999).

Other competitive training projects won over the past seven years have included numerous programs in the areas of Good Governance, Public Accountability, District and Provincial Planning, Strategic Business Planning in the Public Sector, Strategic Management, Participation, Devolution and Decentralisation, and Leadership and Management. These programs have been conducted in Australia as well as Indonesia, Thailand and Philippines, and have brought over $3 million of external funds to Monash University.
